President Yoweri, who is also the Commander-in-chief of the Armed Forces, has summoned top security chiefs for an emergency meeting, Chimp Corps exclusively report.
The move follows an explosion of the arms scandal involving Chief of Staff Land Forces, Brigadier General Leopold Kyanda.
Today’s high level meeting will take place at Museveni’s country home at Rwakitura, Kiruhuura District in Western Uganda.
It will be attended by Chief of Defence Forces (CDF) Gen Katumba Wamala, Inspector General of Police Gen Kale Kayihura and Chief of Military Intelligence Brigadier Charles Bakahumura.
The Commander of Special Forces Command (SFC), Maj Gen Muhoozi Kainerugaba also is expected in Rwakitura today.
Highly placed officials told this investigative website that Museveni wants an honest discussion about Kyanda after a CMI report pinned him in the 120m Euro fake arms deal.
Polish firm BPM Poland was conned from the boardroom of the UPDF General Headquarters in Bombo by army officers with the help of a city conman known as Sam Simbwa.
The firm was informed during last year’s meeting at Bombo that UPDF needed armour, tanks and surveillance vehicles whereas not true.
A fake 12M Euros contract was later signed before the Polish contractors were told to release Shs 500,000 Euros to prepare for paper work.
Upon receiving money, the Ugandan army officers and Simbwa switched off their phones and cut off communication with the Polish contractors.
The aggrieved party reported a case of fraud at the Police Special Investigations Unit under Mark Odong, leading to the arrest of Simbwa – who was reportedly released on Kyanda’s orders.
President Museveni tasked Col Herbert Mbonye, the Deputy Chief of Military Intelligence, to investigate the case.
Assisted in the investigation by Captain Joshua Karamagi, Mbonye’s report to President Museveni showed that the telephone numbers of Sam Simbwa and Brig Kyanda were confirmed to have been in constant contact and that the high ranking army officer indeed called Mark Odong on the date when Simbwa was released from Kireka.
“Mark Odong also confirmed to the investigation team led by Col Mbonye and Capt. Joshua Karamagi that he was instructed by Brig Kyanda that Simbwa should be released because he had to travel for special state operations abroad,” said a source.
“That’s how Simbwa was released and his passport given back to him.”
Meeting
Sources told us that Museveni had decided to forgive and continue grooming Brigadier Kyanda, who also served as Military Intelligence Chief and Defence attaché to Uganda.
Kyanda had earlier been named in a drug deal scandal before being sacked as CMI boss.
“Today’s meeting at Rwakitura is likely to see Museveni express his frustrations with Kyanda,” said a source who is knowledgeable about this case.
The President also is expected to seek the defence chiefs’ counsel on the matter.
Kyanda has repeatedly denied taking part in the fake arms deal.
He also denied knowing or dealing with Simbwa in any defence transaction.
Simbwa, who has been on the loose, was arrested on Friday and detained at Police’s Special Investigations Unit in Kireka, Kampala.
Also in detention is a one Capt. Muhoozi, an aide of Gen Salim Saleh.
